The NIC shows up correctly in Device Manager and they still ping, but have network connectivity issues until they are rebooted. After a reboot everything seems 100%. What brand and model router are you using? It looks like 192.168.1.1 is the address of your router. It should also be the address of your DHCP server. I'm not 100% positive this is what's causing your delay on bootup.
