This 45% is calculated by dividing the sum of population on all 6 planets + fleet over the total population of all the planets + instances (EV, KP, Warzones, and flashpoints) on the Harbinger server. WebMy experience is that SS has a stronger PvP scene but StarForge has a stronger OPS scene.
