Basically, it's a 12v signal that's pulsing on and off very fast. That helps to prolong the life of halogen bulbs. The high beams do not get a PWM signal, therefore, no flashing. Just to clarify, I do not have a GTM, so if the headlight relays switch the bulbs to ground, then this is a different story. I am assuming that the relays control the + lead.
